Meeting Summary from 10/15/25
Thank you to everyone who attended the October 15th townhall meeting for the redevelopment of the Derby District site. We had a strong turnout with active participation and thoughtful questions from residents. The meeting revisited many of the same topics covered previously, led by Fernando Escobar and Terrence R. Wall. This also included changes that we made to the masterplan based upon neighborhood feedback. The first two meetings were held for immediate neighbors within 300 feet based on a list provided by the city, but the October 15th townhall was open to the general public.
The development team reviewed the overall vision, shared updates on the phased plan, and discussed topics including traffic, housing mix, and community amenities. We appreciate the continued engagement and look forward to working together to shape a high-quality, sustainable neighborhood for Sun Prairie’s future.
The 136-acre site, once home to over 1,500 QBE employees, is now largely vacant. The property is zoned suburban/office, but the team is proposing a phased, mixed-use redevelopment that includes multi-family, single-family lots, senior living, some workforce housing, retail, and community amenities.

The plan will be built in phases, beginning with infrastructure and select buildings.
Approximately 1,500 housing units are proposed, serving an estimated 1,650–1,700 residents over 15 years.
20% workforce housing and 80% market-rate apartments.
Traffic studies will be completed to guide access and potential turn lane improvements.
The new community will include parks, bike trails, and green buffers that members of the public can use.
Developers plan to maintain streets as private, and establish an HOA, ensuring ongoing upkeep.

Residents shared questions about traffic, schools, utilities, and environmental impacts. The team reiterated that the community will generate a significant new tax base for the City and that redevelopment will occur in a thoughtful, phased manner over 15 years.
A formal concept review with the City is planned, followed by detailed design and permitting. Road construction could begin in 2026, with buildings following thereafter in 2027(subject to update).
